2024-09-13_Call_To_Musq_Harbour_RCMP_Atwell_10-33-57
[00:00:00] Michelle: Musquodoboit Harbour RCMP, Michelle speaking.
[00:00:06] Scott Jewers: Good morning, Michelle. Um, my name is Scott Jewers. Um, I'd called, uh, the detachment a few times. Um, I had, uh, called because the officers had showed up at the house acting, um, kind of aggressive and making some false assertions. Um, and I was reporting a sexual assault.
[00:00:23] Scott Jewers: And I've- Okay ... I've contacted Musquodoboit Harbour, um, I think this is the fifth time so far, um, and asking to speak to the commander because I wanna, like, open a case and discuss what occurred. But, um, I received one call back, but I haven't gotten anything back. So I'm just wondering if I could have the commander call me back and open a police ticket about what occurred.
[00:00:46] Michelle: Can you just hold one moment please? Okay.
[00:00:47] Scott Jewers: Thank you.
[00:01:05] Michelle: Hello.
[00:01:05] Scott Jewers: Hi.
[00:01:07] Michelle: I'm gonna put you through to our sergeant. Just one sec.
[00:01:09] Scott Jewers: Okay. Thank you.
[00:01:34] Atwell: Hello. Corproal Atwell speaking.
[00:01:35] Scott Jewers: Hi there. Um, I was just transferred, um, by Michelle. Um, this-
[00:01:39] Atwell: Yes. Yes. Uh, yes, uh, it's Atwell here. I'm, uh, I'm, I'm the fella that came up to see you there a couple weeks ago at your house with the, uh, female member.
[00:01:47] Scott Jewers: Okay, you're the same person. Okay. Yes.
[00:01:50] Atwell: Yeah. Yep. Yeah, Corriveau. Yep.
[00:01:52] Atwell: Um, yeah, what was going on?
[00:01:53] Scott Jewers: Are you the commander from this detachment?
[00:01:55] Atwell: I am.
[00:01:56] Scott Jewers: Okay. So, okay, so interesting. You, you're the one who came out to the house. So-
[00:02:01] Atwell: Yes ...
[00:02:01] Scott Jewers: w- when you were out here, right? Like, um, I reported-
[00:02:04] Atwell: Yes ...
[00:02:04] Scott Jewers: a sexual assault and serious events, um, I was under the impression that you guys would call me back or somebody would contact me regarding what I was reporting, and nobody contacted me.
[00:02:15] Atwell: You, you, you, you told me all that stuff was already reported previously.
[00:02:19] Scott Jewers: N- uh, no, I actually told you that the, it wasn't being investigated and I'd reported it 20 times and nobody opened a ticket a- or a case with the police and nobody was investigating it, and it was serious. And, um, that's what I'd actually-
[00:02:33] Atwell: Oh, that's, that's, that's not, that's not what you told me, no.
[00:02:35] Atwell: Mm, yeah. You, you told, you told me that all that stuff had already been reported and was being inve- Like I told you, the reason why I was there that day, uh, was because of the comments you were making on, on Facebook, uh, directed towards, uh, Jessica.
[00:02:48] Scott Jewers: Uh, yes. Who covered up a-
[00:02:50] Atwell: That was the reas- that was the reason for my, for my visit
[00:02:52] Scott Jewers: Well, uh, yes, and I understand that, but, um, you know, in that same post, a sexual assault was being reported, children were threatened, um, and this was done, and the police knew about this and covered it up, and it was reported to her 20-some times.
[00:03:05] Scott Jewers: I'd also told you I was stalked by the police. There was a newspaper article about it, um, right? And, like, I mean, I went into detail about my GPS being set to this other household. Oh, yeah. So these-
[00:03:16] Atwell: And, and, and, and like, I'm sorry, like I, like I explained to you, like you do have, uh, you said you have 20...
[00:03:24] Scott Jewers: 20 what? Oh, you cut out there.
[00:03:30] Atwell: I, I, as a, as a, as a investigator here, I won't have access to those. Like, they very well could be created, uh, but when, when the fellow complaints created, they were always privatized so that, uh, the, the only person, the only investigator that can see them are the members that are investigating those. Like-
[00:03:49] Scott Jewers: But what I'm, what I'm stating- I, I wouldn't have access to those ... what I'm stating to you, Mr. Atwood, is nobody is investigating this. Okay. That's what I mean. I reported it, and when I reported to Civilian Review Board, the woman didn't record it, and I tried to bring it up with the- But, yeah, I'm just- I brought it up with the corporal multiple times, and I have recordings, and he didn't record it either.
[00:04:10] Atwell: Okay. The, the civil- I can guarantee 'cause the, the Civilian Review Board is, is, is pretty hard on us, the RCMP.
[00:04:17] Scott Jewers: No, I'm telling, I-
[00:04:18] Atwell: I can guarantee that you, they would've created a- They- ... they created a, a reports and, and, and they, they, they do every time someone calls.
[00:04:25] Scott Jewers: But, but I'm telling you they didn't.
[00:04:26] Atwell: They have full control of-
[00:04:28] Scott Jewers: In this case-
[00:04:28] Atwell: They don't have anything...
[00:04:29] Atwell: I don't, I don't have any control ...
[00:04:30] Scott Jewers: they, they, they didn't, sir, and I'm reporting, like, serious abuse towards me and my family.
[00:04:35] Atwell: Okay.
[00:04:35] Scott Jewers: And if this abuse is ongoing or there are other victims, and the police are stating they're the ones who don't look into this, then we got a serious, a serious problem, right?
[00:04:45] Atwell: I, I... yeah, the RCMP has absolutely no control. Like, the Civilian Review Board is separate from the RCMP.
[00:04:50] Scott Jewers: I underst-
[00:04:51] Atwell: I have absolutely no control over them ...
[00:04:53] Scott Jewers: No, and I understand that, but you're, the RCMP are the ones who do the investigations into this kind of abuse, right?
[00:04:59] Atwell: Yes.
[00:04:59] Scott Jewers: Exactly. So, like, I'm reporting active crimes where there was, there were victims, children were threatened, and I'm telling you that nobody's looking into this, and you're telling me there's nothing that you can do when you're the police, right? So-
[00:05:11] Atwell: Uh, oh, no, I, something you previously reported, like, like it would've been investigated
[00:05:15] Scott Jewers: But it's not. That's what I'm telling you. And, and I'm, and I'm seeing If, can you provide me with a case number, sir? Can you provide me with a case number to show me it's being investigated? Because I can't provide you with anything.
[00:05:25] Atwell: Okay. Um, I, I, I can, yeah. Uh, I, I, I can't right at the moment. I just You know, that I cannot see on my, uh, computer, but I can probably call you back in a little bit with some file numbers of things that you've reported.
[00:05:36] Scott Jewers: Um, if, if-
[00:05:37] Atwell: Are you gonna, you gonna answer when I call?
[00:05:39] Scott Jewers: Y- yeah, I'm going to.
[00:05:40] Atwell: I, I, i've been, I've been, I've been trying to call you since, uh, you called back.
[00:05:43] Scott Jewers: Well- but, um- Well, when we, we
[00:05:45] Scott Jewers: talked in the yard- But- ... I was under the impression you were gonna look for a case because, like, you were seemingly, like, this is, like, all interesting information I was giving you, right? Like, I assume that's what you were gonna do.
[00:05:56] Atwell: Oh, sorry, I, I, no, I'm sorry. I thought I was clear that the reason why I was there that day was because of the Facebook, uh, complaints made about Jessica. That, that was the reason.
[00:06:05] Scott Jewers: Right, which was brought on because of the serious issues which was also reported in the, in the complaint, right? So when you read that, you read that there was a sexual assault, but you're like, "I'm okay with that, but I'm not okay with this guy being upset about this police officer."
[00:06:19] Atwell: I-
[00:06:19] Scott Jewers: That to me is strange, right? Because anybody would know the sexual assault is exponentially worse than anything I said. Do you see it so from a-
[00:06:27] Atwell: Well, I, I, I'm, I'm pretty confident in our members' abilities to investigate things, but I'll, I'll have a look just to see if there's anything.
[00:06:32] Scott Jewers: So she didn't just do it because she's a police officer? Is that what you're saying?
[00:06:37] Atwell: What, what?
[00:06:37] Scott Jewers: So, so she, uh, she just didn't do it because she's a police officer? Is that the implication I'm to understand here? Is that it?
[00:06:45] Atwell: I never said that, no. I didn't, I didn't know
[00:06:47] Scott Jewers: Well, no, you, you said... No, no, you'd said that you have full, uh, trust in your members, and I'm telling you that
[00:06:52] Atwell: yes
[00:06:52] Scott Jewers: this member didn't investigate it, and then since you're giving them trust, and you said it's in the members-
[00:06:57] Atwell: Well, if-
[00:06:57] Scott Jewers: then it's just because we're a member?
[00:06:59] Atwell: If, if something was reported to us, uh, I have pretty confident in, in our members' abilities to investigate what was reported. Um, I will, uh, certainly check that out.
[00:07:11] Scott Jewers: Okay. I mean, I, I, I see what you're saying, sir, but I mean-
[00:07:14] Atwell: One second. Sorry, sir. Hold up. Hold on one second. Go
[00:07:50] Atwell: ahead.
[00:07:50] Atwell: Hi.
[00:07:52] Scott Jewers: Hi.
[00:07:53] Atwell: Yeah, yeah, sorry. Um, yeah, no, I can... No, what I was saying is, uh, a- a- again, so Jessica can't just, uh... If you call and report something to telecoms or to, uh, Judy in Sheet Harbour, whatever you say is recorded, it has to be recorded on the file. So if you call and report that, uh, you believe a sexual assault, uh, has occurred, um, that gets documented on the file, and we have to investigate that, uh- And it doesn't-- Like, Jessica can't just close off a file 'cause she doesn't think it's, uh, worthwhile or whatever.
[00:08:35] Atwell: Like, it has to be investigated and reported, and then that gets reviewed by people, uh, like not her. It gets reviewed by, uh, what's called a QA, quality assurance, uh, sergeant that's, uh, based out of Lower Sackville, and they review the files to make sure that they're investigated properly.
[00:08:56] Scott Jewers: I, I, I mean, I def- I understand what you're saying what the process sounds like, right?
[00:08:59] Scott Jewers: And the way that it should look. But I mean, like when I say I called 20 times to report this and there's no case, I mean, it's one thing if I said one to you. So I, I understand what you mean, and you can only do what you can do from your side. But the, the way that- Yeah ... the way that you, you had acted with that female officer when you were here and you had laughed about these subjects, like, I mean- I, I-
[00:09:16] Scott Jewers: the, the way that it made me, the way that it made me feel-
[00:09:19] Atwell: I, I don't, I don't believe I laughed at anything that you said ... and
[00:09:23] Scott Jewers: I, I, I do, I do. And it wasn't like you'd just mocked me, but it was like you'd laughed about the topics like, "No, of course we wouldn't do that," or, "She never did that," right? And that's where I, I'm getting that same kind of feeling from this phone call when I'm-
[00:09:36] Atwell: Yeah
[00:09:36] Scott Jewers: when I'm stating that.
[00:09:37] Atwell: Okay. I, I, I, I did not laugh during that, uh, interaction. Uh- I don't know ...
[00:09:41] Scott Jewers: so or I, I understand that that's, that's your stance on it. So, um, so you're gonna look to see if there's a case, and if there's not a case- Yeah ... you're gonna allow me to open one and file a serious complaint, right?
[00:09:50] Atwell: Certainly. Certainly.
[00:09:52] Scott Jewers: All right. So would you-
[00:09:53] Atwell: Yeah.
[00:09:53] Scott Jewers: Okay.
[00:09:53] Atwell: So I'll, I'll, I'll, I'll-- Just give me about an hour or so to have a look at things, and I'll give you a call back.
[00:09:58] Scott Jewers: Okay. Now I will have to-
[00:09:59] Atwell: Is that nine one-- Nine one zero six?
[00:10:01] Scott Jewers: Uh, that's me. Yeah.
[00:10:03] Atwell: And, and it will, it, it will be a blocked number when I call, when I call through.
[00:10:06] Atwell: I have called, uh, a number of times in the last couple weeks trying to reach you, and I've did leave a voicemail, I think, at least twice.
[00:10:13] Scott Jewers: Yeah.
[00:10:13] Atwell: Uh.
[00:10:13] Scott Jewers: But you never opened a ticket, right? So, um, I gotta take my, uh, 80-some-year-old aunt to a, uh, po- or a, to a, uh, doctor's appointment. So I-- If I don't answer, that'll be the reason, but I will call you back as soon as I get back from service, okay?
[00:10:25] Scott Jewers: Okay. All right.
[00:10:25] Atwell: And if, and if I don't, and if I don't reach you today, then I'll try again on Monday, okay?
[00:10:29] Scott Jewers: Okay. Thank you.
[00:10:30] Atwell: All right. Thank you.
[00:10:31] Scott Jewers: Have a good day. Bye.
