Hi Scott,
We have now completed our review of the documents you seek between August 14 to September 5, 2023, for incidents that allegedly happened on August 22 and 31, 2023. Please note:
- The records you seek are in the possession and control of NSHA and Paladin does not have them or cannot locate them due to passage of time.
- When an individual is found to be in violation of NSHA policy, and most typically in regards to their respectful workplace policy they are issued a Protection of Property Act (PPA) notice. In almost all cases, these notices are issued under the direction or at minimum the approval of the NSHA.
- While Anthony Jocko was employed by Paladin, his primary work email was a NSHA work account. He only used his Paladin email account as a form of login for software applications. We never had access to his NSHA work email.
- Anthony stopped working for Paladin in 2025. Parker Gallant stopped working for Paladin around 2024. Vishwaraj Gohil stopped working for Paladin around 2023. We do not have access to their email inboxes any longer.
- There is only one employee remaining at Paladin who worked in that region under that portfolio during the timeframes alleged. He does not have any relevant records after searching his archives in response to your request.
- Unless there was a significant incident that led to your PPA there would be no CCTV footage on file. We do not control nor have any CCTV footage for the alleged incidents, NSHA does.
- We were not using our current incident reporting software in August to September 2023 and we no longer have access to records under our former reporting software.
Our answers are as follows:
- The complete original incident, occurrence, security or supplemental report relating to me and/or the trespass notice dated August 22, 2023.
- If any exists, these could be in the possession of either or NSHA and Paladin. Paladin was unable to locate any relevant records pursuant to this document category.
- Every copy or version of the trespass notice, including white, yellow, pink/carbon copies, drafts, scans and electronically stored versions.
- In our current process, a carbon copy is typically provided to the individual whose access is being restricted and a 2nd copy retained by NSHA. Paladin was unable to locate any relevant records pursuant to this document category and it is unlikely NSHA will have a 2nd copy either, but you may reach out to them to directly inquire.
- All records created by, attributed to, received from, or concerning Anthony Jocko and Vishwaraj Gohil in relation to me or the trespass notice.
- Paladin was unable to locate any relevant records pursuant to this document category. Mr. Jocko and Mr. Gohil are both no longer employed with Paladin.
- All notes, notebook entries, daily activity reports, shift logs, occurrence logs, dispatch records, emails, text messages, internal messages, photographs, attachments and other records concerning the alleged August 22, 2023 interaction.
- Paladin was unable to locate any relevant records pursuant to this document category.
- All records identifying the date, time and exact location at which I was allegedly present at an NSHA facility on August 22, 2023.
- Paladin was unable to locate any relevant records pursuant to this document category and this is a duplicate request to #4.
- All records supporting or documenting the statement that the trespass notice was allegedly read to Scott Jewers by Anthony Jocko in the presence of Vishwaraj Gohil.
- Paladin was unable to locate any relevant records pursuant to this document category. Mr. Jocko and Mr. Gohil are both no longer employed with Paladin.
- Any CCTV, surveillance footage, still images, access-control information or other records documenting my alleged presence at an NSHA facility on August 22, 2023.
- These are property of NSHA and should be requested from them.
- All records identifying who requested, authorized, prepared, completed, signed or witnessed the trespass notice, and when each of those actions occurred.
- Paladin was unable to locate any relevant records pursuant to this document category.
- All communications between Paladin Security Group and Nova Scotia Health, NSHA Security, Halifax Regional Police, RCMP, bailiff or process-serving services, or any other organization or individual concerning me or this trespass notice.
- Paladin was unable to locate any relevant records pursuant to this document category. These could be in the possession of any of the above-mentioned organizations.
- All records concerning the decision to have the notice subsequently served by a bailiff on August 31, 2023, including instructions to the bailiff and the personal information supplied to the bailiff concerning me.
- Paladin was unable to locate any relevant records pursuant to this document category. Please contact NSHA or the bailiff service.
- All records identifying the source from which Paladin Security Group obtained my name, telephone number, address, health-related information or any other personal information used in connection with this matter.
- Paladin was unable to locate any relevant records pursuant to this document category. Legal has never heard of your name until we received your access request.
- Any record showing disclosure of my personal information by Paladin Security Group to another organization or person in connection with this matter
- None to our knowledge.
- A full account of the existence, use and disclosure of my personal information, as provided for by Principle 4.9 of Schedule 1, including the identity of every third party to whom it has been disclosed and the date and purpose of each disclosure. This is requested whether or not a record of each disclosure exists in convenient form.
- This is a duplicate request to #9.
- All records held under the category Paladin's Privacy Policy describes as information about members of the public who access, use, or attempt to access or use client facilities, and the category describing information relating to incidents occurring at sites where Paladin provides security services.
- Our Privacy Policy defers to our client policies in these matters. Paladin was unable to locate any relevant records pursuant to this document category that is applicable to you.
- All records held under Paladin's Patient Watch service category in connection with me.
- Since patient watch records do not contain identifying personal information, there is no way to subsequently identify records relating to the requestor.
If you are dissatisfied with our response, you may file a complaint with the Office of the Privacy Commissioner of Canada. If your complaint concerns a refusal of access, the complaint must generally be filed within six (6) months of the refusal, unless the Commissioner allows more time. Following the Commissioner's report or notice that an investigation has been continued, you may also have a right to other remedies, but we encourage you to seek legal advice in relation to your request.
