OIPC states if my case meets the Following Criteria they will expedite the case:

Chat GPT4, when given the data of The Wolf and the Neural Network, and this context put the odds at random occurrence and or association at like 1.45 x 10 (between exponent 19 and 29 depending on how modest you ask it to be lol). While I had put personally put the odds at 1 in 20 billion. The sheer statistical chance, even when being incredibly modest that these are not related, is literally astronomically low. While weights and biases were given to all information, allowing for a statistical review of any perceived underlying Cause, Effect for correlation and to help removed bias. ChatGPT, the Average Persons Response, the Statistical Chances, all indicate the issue, core issue and issue now with OIPC are well beyond a reasonable doubt. That is to state, it would be seen, by the Public for any Party, including OIPC as Clearly Negligent to disregard any of this.

At its core are questions of Systemic Racism, Systemic Harassment, and Systemic Abuse. These issues, and overall case relate directly to the issue of my Book bag, Wallet, Identity Information, Personal Health information (PHI – Health Card) and NSHA, and the events from August 2nd to 12th 2022. OIPC, I took my compiled evidence, The Wolf and The Neural Network to HRP to file a complaint and ask questions about the theft of my wallet in 2019. HRP called themselves a “conflict of interest” and said they were getting me a paper to file a complaint with professional standards then came back and just arrested me. So those Officers made an active, malicious choice to retaliate and then fabricate a false record, where they had to discredit me and terrorize me. Think about it, if they arrested me and tried to press charges, they knew they would have to record the facts and evidence. So they took me to QEII Emergency, to parade me like a criminal as to slander and defame me. They wanted to terrorize me, dehumanize me and delegitimize me. It is the very definition of Cruel and Unusual Punishment.

Think about this, nowhere in the HRP record does it say anything about the Wolf and The Neural network, while it was released July 11th 2022, about 3 weeks prior.

Clearly I had mentioned it, and asked them to use it to reference any dates or evidence, so why is it not in their record? Because if it was, then the HRP Officers couldn’t claim “Plausible Deniability”. While the rest of their record makes no sense and HRP and Professional Standards know this. It’s easily falsifiable.

Think about what these criminals tried to do here. I have email delivery confirmations from HRP going back through late 2021, early 2022. I gave them lots of warning that I was walking down to HRP, there are dozens of parties on thread and I sent many emails. I literally pleaded with them to be reasonable. These people, including Dan Kinsella, knew I was prepared, they knew I had serious evidence. It is impossible they did not know I was walking down to HRP on August 2nd 2022. Think about this OIPC... Someone said they think they have enough evidence to arrest the Chief of Police and Said they were walking to HQ... and nobody at HRP knew? That would be professional negligence on its own! So of course they knew. These parties including Dan Kinsella, RCMP, HRP CSIS or DND had every opportunity to intervene and handle this otherwise and without issue. But they didn’t, instead these parties entrapped me to protect the “right kind of white”. While if they thought I was a threat then they would have stopped me right? RIGHT. Proving they knew I wasn’t a threat. These “Big Men” wouldn’t face it, while they made those Officers face it, and now have ruined their careers. Those Officers have now lied on record in regards to national security issues which CSIS and RCMP can’t ignore, they falsely arrested me, defamed me, slandered me, and literally tortured me while they threatened me and my family. Literal coercive torture because they thought Daddy would just blanket protect them. While every piece of video evidence, audio and recorded evidence shows how I sat there completely cool, calm and collected the whole time and just took their abuse.

You see, on August 2nd 2022, if those HRP Officers sat down and treated me like a human being they would have to take a record of facts. This meant they would have to testify against these parties and so instead they retaliated. OIPC really think about the fundamentals of their behavior. I raised a serious complaint with HRP Professional Standards regarding a false arrest. HRP Professional Standards then removes the arresting Officers, from a Complaint regarding a false arrest. And when asked, would not state why. While at the same time told me I was unreasonable for asking and having concerns. When I called Professional Standards they said “You can’t add officers to a complaint”... when they were the very Officers from the complaint! Its madness... It’s so beyond negligence, the only word to describe it as criminal and professional fraud. You see, you have to look a bit closer, Patrick Curran (Police Complaints Commissioner) used to be a Judge so he knew exactly what he was doing and how to defraud the system. Their play was simple. They would force me to present all of my evidence because if I don’t then HRP Professional Standards rejects the case and pretends to be the victim and hero while claiming “Plausible Deniability”. Allowing the Officers, HRP and Professional Standards to lie and fabricate stories around that evidence while Patrick Curran and Jonathan Jefferies would claim to be the victims and heroes. Think about how deep the Systemic Abuse really runs. Patrick Curran (Police Complaints Commissioner) was a judge and his assumption here is he is just the big man so he figured he could win just with his social equity. His assumption that he could leverage the Systemic Fraud, Bias and Abuse to protect his fraud caused him to make bold and blatant mistakes. To put it simply, Patrick Curran assumed daddy would just protect him if he lied for them. Patrick Curran used the very system he helped corrupt as to specifically protect him and these other “right kinds of white” while telling everyone else they are too stupid to see what’s really going on. Patrick Curran is a Criminal and Fraud, by every legal and ethical definition.

OIPC think about what I’m about to say. The opening statement from NSHA from their own notes state I was protesting Outside of HRP. This is an absolutely fraudulent exchange between HRP and NSHA. Nowhere in the HRP police report will you find anything remotely stating I was protesting. It absolutely did not occur. I released all the records, you can check for yourself. Nothing remotely like it exists. NSHA and HRP committed non-contestable fraud RIGHT at the door. Showing you they would absolutely lie and then not correct it, while I paid the price for their negligence and fraud. Nancy Murphy then denied me a lawyer while she absolutely fabricated a false record to fit her delusions. She never recorded that HRP called themselves a conflict of interest, never clarified I wasn’t protesting, nothing. She then made me wait 10 Hours in handcuffs, while I sat there completely cool, calm and collected. At that stage they all knew how bad this was. When NSHA Staff came to take my blood, I advised I’m being denied a lawyer, they told that it made me look guilty that I was asking about my rights. OIPC... Guess what they found in their CT scan and bloodwork? Absolutely nothing. I was guilty for asking about my fundamental chartered rights and dignity while the facts are, nobody explained my legal, medical rights as they systemically denied me representation. I was a piece of meat to be processed, bagged and tagged. I was not a human being with rights and dignity...

I was then made to speak with a real monster, Shante A Blackmore, of NSHA (Who ultimately admitted me). I told her I didn’t feel comfortable discussing this. And that I was denied a lawyer. She told me I wasn’t denied a lawyer. I said I was, and asked how can you know what has or hasn’t happened in the last 10 hours? She told me I had to discuss this, or I would just be locked up. I stated if you are forcing me then how you can assure my privacy? She assured me my Privacy would be respected. I only discussed HRP conflict of interest while I stated my bias clearly. I made it very clear that I was a technical expert and listed my experience. Advised on the research project The Wolf and The Neural Network exists, told her it was the foundation of a book, and deferred to it for any dates, or evidence like a responsible professional. A different HRP Officer then comes and just stands in the room awkwardly. And then says “Scott”? I said yes, he said “I’m taking over from here” and then goes and sits in another room, with my original officer who himself refused to leave (he knew something else was up). I asked “How appropriate this was”, Shante A Blackmore then responded “That’s kind of paranoid isn’t it”. It was literally a basic simple question about my fundamental rights... Shante A Blackmore was forcing me under duress, and threat of false imprisonment and torture if I didn’t speak about this, while HRP was sitting 10 feet away while and HRP called themselves a conflict of interest (Also in their own report) meaning in non-uncertain terms HRP themselves believe that HRP cannot and should not be trusted... Really stop and think about that. She then said “Were going to have keep you”, I asked why? I just asked about my rights. Shante A Blackmore then said “You don’t have a place to stay”, which is fraud as I did friends were waiting for me. She said I didn’t have any way to get anywhere, I had $40 in my wallet for a cab (Which is confirmed by the Notes provided to OIPC from Mount Hope when they did inventory of my Wallet). She said I was paranoid police were after me, I never said anything like that, nor will you find it any of my work. It was literally a full blown fabrication to fit her violent predatory delusions. But it gets worse, much worse. This monster, Shante A Blackmore, then stands up, goes to the door opens it and straddles it. She is only 4-5 feet away from me. And she starts laughing and mocking me with the HRP Officers “he thinks you can hear him in here”, hoping to get a response. She kept going with “Here Scott test it, test it” while laughing with that second officer. Shante A Blackmore and this Second Officer absolutely loved it, they got off on humiliation of someone they themselves perceived as a vulnerable person. Think about that, aside from me being right or wrong. They did that to someone they themselves considered vulnerable... because they are monsters. This is who they really are when they think nobody can see them... and that is truly terrifying. And given how much Shante A Blackmore enjoyed it and how comfortable she was with it I can’t reasonably tell myself there haven’t been other victims. Now, to be clear for the record my original officer didn’t really laugh, you could tell he was really uncomfortable with how they were acting. As just before Shante A Blackmore and the events with Officer 2, Officer 1 came in the room and said “Scott I really didn’t think the night was going to go like this, this was honestly some of the best conversation I had” and told me hopes someday I could trust someone... As now he is watching these Monsters and if he does anything his a career is over. And to prove it, the Fraud Jonathan Jefferies intentionally turned Officer 1 against Officer 2... Jonathan Jefferies is a Monster... My Original officer knew something else was going on, that’s why he didn’t leave.

OIPC... do you know what I did during all of this? I sat there calmly, looked at the wall and said “This is really inappropriate right now”. The second officer (Who was mocking and humiliating me as I sat there calmly) then comes and screams in my face.

Again while they were all involved in a massive privacy breach. After Shante A Blackmore ensure my privacy, she then goes and straddled a door and mocked with HRP who they themselves called themselves a conflict of interest... Mocking about our very conversation which was supposed to be private... Now when you check Shante A Blackmore’s notes. There is no mention of the Conflict Of Interest, No mention of me stating I was denied a lawyer or her offering me a lawyer, no mention of my credentials and no mention of The Wolf and the Neural Network or a Book. Nothing. All so this Fraud and Monster could claim “Plausible Deniability” Shante A Blackmore straddled that door and humiliated me as to convince herself... she knew I was completely calm and everything was adding up and that Nancy Murphy and admissions made serious mistakes. She knew I wasn’t protesting... So Shante A Blackmore wanted to get a rise or reaction out of me so she could justify the absolute monster she was being and going to be. She was trying to convince herself because she knew she absolutely had reasonable doubt. While look at all the evidence regarding the core issues, its staggering. Shante A Blackmore, is a Monster. While there is absolutely no way this Monster has not abused other individuals.

So when Shante A Blackmore, and The Officers Leave, I go out to the desk to ask for a Phone to call lawyer. Nancy Murphy was sitting here with a Security Guard. I said that Shante A Blackmore told me I could use a phone to contact a lawyer. Nancy Murphy said “Honey there is no phone”... I was repeatedly denied lawyer specifically by Nancy Murphy But also y Shante A Blackmore and NSHA Staff. While none of them recorded that I even asked for a lawyer and about my rights...

But it gets much worse. Now I’ve been advised my book bag had already been taken over (To Mount Hope) before I had even seen A Doctor (Shante A Blackmore). OIPC... think about that. My book bag (Wallet, Identity, Financial and PHI information) was sent before I even seen the Doctor. So OIPC... did Shante A Blackmore know they messed up and that’s why she mocked and humiliated me? That’s what it sounds like doesn’t it? It’s a reasonable possibility. Is that why she kept trying to convince herself? But why did she have to be so cruel about it?

No OIPC? let’s look at the circumstances, evidence and conditions regarding my book bag, Wallet, Identity Information, Financial Information, Personal Health information (PHI – Health Card). NSHA put a GIANT sticker on my book bag with my name on it, “SCOTT”. My book bag then ended up in possession of Person A. Person A is vulnerable homeless man, self-admitted sketched on drugs, going around talking to everyone. Person A was in the custody of two HRP Officers, who were right beside us when talking about this issue, so they could literally hear everything. But put that aside and just put yourself in the position of a bystander in general similar situation... If you see someone walking with a GIANT sticker on their book bag or backpack that says “SCOTT” then if I asked you to guess their name you would think their name is Scott right? Right! And then so you would associate that individual’s behavior with that Name. So OIPC, they gave my book bag / backpack that had a Giant sticker on it that says “SCOTT” to a sketched out homeless man, self admittedly on drugs going around talking to everyone. So everyone is going to think, that was Scott. And then they can claim “Plausible Deniability”. While it seems to have ended up in the custody of those two HRP Officers who overheard us talking.... OIPC please really stop and think about that. All while they then systemically lied about it to make themselves out to be the victims and heroes... it is disgusting.

While the abuse around that same subject and topic gets much worse. Literally MUCH worse. See HRP and Professional Standards then took it to the next level of Systemic Abuse, Fraud and Retaliation. And confirmed well beyond a reasonable doubt their criminal Intentions. The corrupt Cop Jonathan Jefferies (HRP Professional Standards) then falsely accused Person A of being the person who committed a sexual assault against me. While Jonathan Jefferies full well knows that was completely false! Hel knew Person A came to me told me about my wallet and warned me about police, and asked me to rock paper scissors for one of the twenties in my wallet. It was spelled out perfectly, in writing so Jonathan Jefferies could have copy and pasted as he did with other parts of his report that he fabricated. But this time this corrupt cop and fraud fabricated a whole story. And why? Because this allowed HRP to target Person A. Jonathan Jefferies, Patrick Curran and HRP knew Person A was extremely vulnerable, they knew his name and they could find him on the street. He didn’t stand a chance and so Jonathan Jefferies defamed, slandered and targeted him and left this massive gap where he is exposed. Jonathan Jefferies knowingly, maliciously and vindictively falsely stated Person A was the man standing over me who touched me inches above my penis (and then identified themselves as a doctor). When I tried to contact Jonathan Jefferies several times to ask him why he did that, he wouldn’t respond. Patrick Curran, wouldn’t respond. Professional Standards wouldn’t respond to why Jonathan Jefferies lied about a possible Sexual Assault. Jonathan Jefferies is a real Monster.

So OIPC. How is it that Karen Hornberger, Jonathan Jefferies, Douglas Grant all lied about my Wallet, Identity Information, Financial Information, Personal Health information (PHI – Health Card)? Because the abuse is systemic abuse, fraud and retaliation. Karen Hornberger (Director Privacy, NSHA) knew of the massive delay with the Privacy Commissioner. She knew it would be years to get a response. So she polished her record to exclude what I said occurred, so she could claim “Plausible Deniability” because she knew it would look bad on her record and represented reasonable doubt. Karen Hornberger then absolutely weaponized the OIPC and Privacy Law for her own person gain. NSHA, Karen Hornberger, Jonathan Jefferies, Ron Legere, Patrick Curran, Nancy Murphy, Kristen Holm, Shante A Blackmore and Douglas Grant turned my identity information, financial information, PHI, wallet, Privacy Law and OIPC into weapons of terror to use against me. While they degraded me, humiliated me, stripped my fundamental chartered rights and rights to representation while they literally fabricated records to justify their fraud and violence. I am going to win and if OIPC continues the process of systemically abusing me, then OIPC is proving the case for why these people did this. Complete Systemic Failure. And in doing so is handing me the “keys to the Castle”. And give me full control over the destiny of OIPC.
