Thank you for confirming that the flash drive will be resent via Canada Post. However, the three questions and the telephone call request contained in my July 14, 2026 email remain unanswered. Your response indicated that the answers would be contained in a copy of my complaint. A copy of my complaint, however, cannot explain why officers were removed from the list provided to Cpl. Joseph Fraser, why Cst. Matthews was added under an allegation that appears nowhere in my submission, why I was denied the opportunity to file a complaint regarding CRCC staff, or why my request for a telephone call has not been addressed. Those questions require an explanation from CRCC itself.

Accordingly, I request written responses to the following:

1. Why were Sherry Charant, Krista Pye, Zachary Lechene, Mike Duheme, and Dennis Daley removed from the officer list provided to the RCMP investigator? I request that these officers be added.
2. Who is Cst. Matthews, why was this officer added to my complaint, and on what documentary basis was an improper arrest / false arrest allegation attributed to my file? Neither Cst. Matthews nor such an allegation appears anywhere in my March 16, 2026 submission. Please identify the document on which this allegation is based, who added it to the file, and when it was added.
3. On what policy basis was I denied the opportunity to file a complaint regarding the handling of my file by CRCC staff, and why was that decision made by one of the staff members whose conduct was the subject of the complaint? Please provide the applicable policy.
4. I again request that a member of CRCC contact me by telephone. If CRCC declines to do so, please state that decision in writing, provide the reason, and identify any policy governing whether and when CRCC staff will speak with a complainant by telephone.

For everyone else reading, further context: The issue focuses primarily on Jessica Welke of RCMP Sheet Harbour. On August 16, 2024, I cried on the phone to David of CRCC when discussing the sexual assault and abuse that occurred. When I told him that CRCC had not recorded it, he stated, "Carole wouldn't do that." Then, on September 16, 2024, David advised me that he had contacted the Complaint Directorate and requested that Sgt. Trevor Allen contact me regarding CRCC file 2023-1031, but David never recorded any of the sexual assault or abuse reported to him.

On September 13, 2024, I spoke with Sgt. Attewell of RCMP Musquodoboit Harbour. In an audio recording submitted to the CRCC, he acknowledged that he had read about the sexual assault and effectively stated it had not occurred (https://youtu.be/cC08LLQjN2o):

Scott: Right. Which was brought on because of the serious issues reported in the complaint. When you read that, you read there was a sexual assault — but you're okay with that and not okay with someone being upset about a police officer. That seems strange. Because anybody would know a sexual assault is exponentially worse than anything I said.

Attewell: Well I'm pretty confident in our members' abilities to investigate things, but I'll have a look…

Scott: So… she didn't just do it because she was a police officer?

Then, when advised that CRCC had not recorded the sexual assault or abuse, Attewell stated:

Attewell: I can guarantee the Civilian Review Board is pretty hard on us. They would have created a report every time someone calls.

Scott: But I'm telling you they didn't in this case. They didn't, sir, and I reported serious abuse towards me and my family.

Attewell then failed to open a case himself. I had to call him several times, during which he acknowledged that he could not find a case with RCMP Sheet Harbour. I possess audio recordings confirming those interactions.

On October 30, 2024, Paul was advised that neither Carole nor David had properly recorded my complaint. Specifically, the sexual assault allegation and the national security concerns I had repeatedly raised—including concerns involving rape calls, threats to children, and threats to disabled women—had not been properly recorded in file 2023-1031. Paul subsequently opened file 2024-3291 and asked questions directly concerning the sexual assault and abuse. It is reasonable to conclude that this separate file avoided directly addressing the misconduct already reported concerning CRCC's handling of file 2023-1031.

On April 8, 2026, the CRCC Review confirmed that file 2023-1031 did not address the sexual assault, national security concerns, or election interference, despite my having raised the sexual assault in written submissions to the CRCC on September 6, 2023, and having raised national security concerns throughout the process.

On March 16, 2026, as part of my complaint, I provided audio and video recordings of interactions with RCMP Sheet Harbour officers Krista Pye on February 14, 2025 and February 21, 2025; Sherry Charant on February 14, 2025; and Zachary Lechene on February 21, 2025, as well as my conversation with Zachary Lechene when I reported issues on March 22, 2024. In those interactions, the officers were directly advised regarding Jessica Welke and the reported sexual assault.

Those recordings, transcripts, and videos were provided to the CRCC as part of my March 16, 2026 submission. All three officers report directly to Jessica Welke, who was the corporal for the RCMP Sheet Harbour detachment, and both files 2023-1031 and 2024-3291 centre around her.

Meanwhile, on February 22, 2025, CSIS opened its case, Attachment 5566, concerning the national security aspects of my complaint.

Approximately May 10, 2025, I provided Paul with direct evidence, including the CSIS file reference, in response to his list of questions dated October 30, 2024. I then followed up approximately every two weeks, requesting only a general status update and confirmation that the material had been received.

Cory Bushell and Trevor Allen's determination on 2023-1031, dated June 4, 2025, was made after my interactions with Zachary Lechene, Sherry Charant, and Krista Pye of RCMP Sheet Harbour, yet their determination was based on records originating from RCMP Sheet Harbour. They therefore either found no record of the sexual assault and national security concerns despite the audio and video evidence confirming that I reported them, or they found those records and chose not to address them.

Meanwhile, the CSIS case number had already existed since February 22, 2025. Had Cory Bushell or Trevor Allen contacted me, I could have provided direct evidence that CSIS had already accepted and opened under Attachment 5566. This demonstrates that Cory Bushell and Trevor Allen made serious and critical mistakes.

After my submission to Paul and CRCC on May 10, 2025, approximately 287 days passed before Paul responded. His response criticized my follow-up emails but did not explain the prolonged and excessive delay. Rather than addressing the evidence I had submitted, it focused on my repeated requests for updates, which were every two weeks — an industry and professional standard — which I believe mischaracterized my efforts to obtain information regarding the status of my complaint.

The timing of Paul's response is also significant. The CRCC Review was required to provide its response on file 2023-1031 to the Commissioner within the applicable service standard of 120 business days after receiving the relevant material from the RCMP. Paul responded under file 2024-3291 only two days before that deadline.

Paul also knows that, on April 8, 2026, the CRCC Review confirmed that file 2023-1031 did not address the sexual assault, national security concerns, or election interference. In my view, the timing indicates that files 2023-1031 and 2024-3291 were being managed together.

CRCC could not reconcile the review decision in file 2023-1031 with the ongoing state of file 2024-3291, particularly because CSIS had opened Attachment 5566 concerning the national security information I submitted. There is also detailed evidence, including audio and video recordings, demonstrating that multiple RCMP members did not investigate or record the sexual assault complaint. That evidence is consistent with the misconduct I had been reporting to CRCC, which they dismissed. If the CRCC Review of file 2023-1031 did not reflect this evidence, it demonstrates a catastrophic failure within the CRCC process.

The discrepancy in the officer list, together with the audio and video recordings available to CRCC for verification, is independently verifiable through a comparison of two documents.

The comparison between these two documents is the reason I am asking the four questions set out at the beginning of this letter. The discrepancy cannot be explained by providing me another copy of my complaint because my complaint is one of the documents demonstrating the discrepancy. What requires explanation is how the officer list provided to Cpl. Joseph Fraser came to differ from the submission CRCC received.

As you can see, CRCC did not even address the questions about someone from CRCC calling me, or allowing me to file a complaint, and didn't provide a policy or reason.

If CRCC were sincere about correcting the record, it could add the omitted officers, identify the source of the Cst. Matthews allegation, answer the four questions, and permit a proper investigation to proceed. Instead, despite receiving the relevant chronology, recordings, transcripts, and documentary evidence, the officer list supplied to Cpl. Joseph Fraser differed materially from my submission.

In my view, CRCC knew it was facing serious concerns regarding its own conduct and therefore removed critical officers, mischaracterized the complaint internally, and provided Cpl. Joseph Fraser with a mangled record that could not support a proper investigation. And CRCC is now not allowing me to file a detailed, quantified complaint clearly highlighting the misconduct by CRCC staff.

This is not speculation. The chronology, correspondence, audio recordings, video recordings, and documentary comparisons set out above form the basis for these concerns. That is to say, the evidence supports that CRCC is acting in bad faith specifically to cover up its own misconduct and may be intentionally misleading the RCMP in its official investigation.

An administrative error is directionless. It does not selectively remove officers whose evidence may corroborate the complainant, remove members of the command chain, and add an officer together with an allegation that does not appear in the submission from which the list was purportedly derived. Every alteration points in the same direction: away from the officers I identified and toward a materially different description of my complaint, in which CRCC and the RCMP would not face the consistent and persistent misconduct documented in the record.

Canada, media, and other victims—I am so sorry that these are the complicit, complacent, and compliant people and institutions you have had to deal with. It is no wonder the RCMP believes it can abuse people, cover up sexual abuse, and make threats in the manner documented here. Cory Bushell and Trevor Allen knew exactly who and what CRCC really were, which is why they believed they could get away with their conduct.

Paul, Carole, David, and CRCC are the very reason victims do not come forward. Paul knows this and is actively trying to cover up their misconduct. I am sorry that this is the kind of abuse you, your families, and your communities have had to face. I promise that I will use this detailed account of their conduct to educate the media and bring about real change so that Carole, David, Paul, CRCC, and the RCMP do not get to abuse more people.
